Celia began her career in the field of developmental disabilities with the NYS Office for People with Developmental Disabilities in 1976 where she served in various mid-level and senior level positions.
Before her retirement from OPWDD in 2009, she held the position of Director of Fiscal Services for the Downstate Area of New York State. Subsequently, she held the position of Chief Administrative Officer Adapt Community Network (formerly UCP of NYC). She then joined Partners Health Plan, as VP of Administration and Finance in October 2014.
Celia received her Master of Business Administration in Finance from Long Island University and her BA from Brooklyn College.
